People, Pets and Parks (PPP) Funding Update:
On Tuesday, April 14, 2026, Council approved two separate funding allocations related to Pets in Parks.
The first funding allocation will support delivery of Saanich’s next priority projects identified in the People Pets and Parks strategy and allow progress on approved actions and on-the-ground improvements including:
- Design and installation of the first permanent dog park, which will replace one of the pop-up dog parks – location to be confirmed.
- Ongoing public education through special events, videos, signage and social media campaigns.
- Continued operation of pop-up dog parks until permanent replacements are in place.
- Updates and additions to signage across the park system as required.
- Development of a permit system for commercial dog walkers
Through the 2025 budget process, Council had requested an estimate to complete full fencing of the lower leash optional trails at PKOLS which was also approved at this meeting.
This work will help to further define leash optional trail routes, protect sensitive areas, and support safe and sustainable park use. The current partial fencing project will be completed as per the current work plans. Parks staff are in the process of determining next steps and timing to carry out the work to complete the fencing. The fence style will remain consistent with what is being installed.
- Effective immediately, dogs must be on-leash on select trails at all times at Panama Flats. Find more information about Panama Flats here.
- Dog leash optional trails at PKOLS (Mount Douglas Park) will have new page wire fencing and chicane gates installed, with construction expected to start in February 2026. Trails will be closed for construction. Detours will be marked when feasible.
- Logan Park Bridge is currently closed to the public. Parks will be assessing the condition of the bridge and determining next steps in 2026. We appreciate your patience and understanding.

- Hosting an event outdoors in a park? Apply for a Park permit for use of any sports field or priority use of picnic tables.
- Wanting to bring your class for a field trip in a park? Apply for a Park permit so that we can ensure that there are no conflicting activities already booked.
- If you pack it in, pack it out! Anything you bring to a park should go home with you. Please never leave trash, food containers, animal waste or other items.
- Wanting to bring a group of five or more people to volunteer in a Saanich Park? Fill out our Saanich Parks Stewardship Group Activity Request Form. Please note: activites for large groups of 20 or more take place from September to March to avoid potential disturbance to nesting birds from April to August.
