About the OCP

The Official Community Plan (OCP) is the main document that guides growth and change in Saanich. It provides a long-term vision for a livable community based on shared values and sustainability. The OCP works together with other plans and policies.

Project Update

The Proposed OCP was considered for second reading at the Council meeting on February 26, 2024. The Proposed OCP included limited edits from the December 2023 version, including changes to respond to new information regarding Provincial Transit Oriented Areas. Council also voted to include policies related to not-for-profit housing on McKenzie Avenue and Gordon Head Road, and an interpretation policy for height limits.

The Proposed OCP (February 2024, as amended) is being advanced to public hearing. Information on the meeting will be posted as soon as it is scheduled.

Should Council support second reading, the OCP Bylaw would advance to a public hearing, likely in late April.

December 11 Council Meeting

Next Steps & Adoption Process

Council initiated the formal OCP Bylaw adoption process by giving it First Reading on December 11, 2023. Staff will now continue to advance the formal adoption process. This process may take several months and includes:

  • Formal referrals of the Proposed Plan to the Agricultural Land Commission and the Capital Region Board;
  • Public Hearing;
  • Second and third Reading; and,
  • Plan adoption.
