A key objective in Saanich’s Official Community Plan (OCP) is to expand housing diversity in Neighbourhoods. Supporting a broader range of housing choice through infill in existing neighbourhoods helps meet community needs and provides housing options for various stages of life.
Planning for infill helps reduce urban sprawl and focus growth in areas with existing infrastructure, services, and amenities. The District’s secondary suite and garden suite zoning, small-scale multi-unit housing zoning, and small apartment zone support the inclusion of a mix of ground-oriented houseplexes, low-rise apartments, and townhouses.

Small-Scale Multi-Unit Housing (SSMUH)
Small-Scale Multi-Unit Housing (SSMUH), also known as “missing middle housing”, refers to infill housing forms such as duplexes, townhouses, houseplexes, and small apartments that can be well integrated into existing neighbourhoods.. SSMUH contributes to many of the housing and climate goals established in the Official Community Plan and Climate Plan for 15-minute communities and more compact urban form.
The District has zoned for SSMUH on almost all lots previously restricted to single-detached homes. Most eligible lots are permitted up to four units. Lots near frequent transit are eligible for six units. Eligibility can change depending on the characteristics of the lot. Information on eligible lots is available on SaanichMap which is updated from time-to-time to reflect any changes to SSMUH permissions.

Housing Design Catalogue
The Housing Design Catalogue was created by the Canadian Mortgage and Housing Corporation. It simplifies housing projects by providing ready-to-use design packages as a starting point for infill housing development. The designs are illustrative and for general information – applicants should work with a qualified professional to adapt the design to the site and ensure compliance to code and Saanich bylaws.

Small Apartment Infill
Small apartment infill provides opportunities for multi-unit residential buildings up to three storeys in height that can be built on a single residential lot. Small apartments provide much needed housing diversity, and can appeal to students, single professional, and short-term residency workers. Small apartments require rezoning and a development permit.

Secondary Suites and Garden Suites
Secondary Suites and Garden Suites provide infill housing on existing residential lots, and have become an important part of Saanich’s rental housing stock. Secondary Suites and/or Garden Suites are permitted on most RS, and require a building permit.
