The QMP was brought to a Council meeting on May 25th, 2026, for First Reading where Council advanced the Plan to a Public Hearing, scheduled for June 16th, 2026.

Project Overview
The Draft Quadra McKenzie Plan envisions vibrant, walkable Centres and Villages linked by Corridors with frequent transit services, and all ages and ability cycling and walking facilities.
The Plan includes the following areas:
- Quadra McKenzie Centre
- Shelbourne McKenzie Centre
- Gordon Head McKenzie Centre (new)
- McKenzie Corridor
- Quadra Corridor
- Four Corners Village

The Plan provides guidance on growth and change over the next 20 years, shaping the homes we build, the streets we travel on, the parks we play in and the neighbourhoods we live in.
Key items in the Plan:
- Identifying the location of new housing options
- Designing corridors to support sustainable transportation
- Providing walkable access to community amenities and services
- Identifying how the redevelopment of major sites can contribute to the area
Where are we now?
Staff have concluded revisions to the Proposed Quadra McKenzie Plan based on Council direction. These revisions build from Phase 4 engagement, which included an online survey, open houses, online webinars, and community pop-up events. The Quadra McKenzie Plan is scheduled to be presented at a Public Hearing on June 16th, 2026.
The overall process has involved the development and refinement of multiple iterations of the Quadra McKenzie Plan:

- July 2025 Draft Quadra McKenzie Plan (Draft Plan #2)
- January 2026 Proposed Quadra McKenzie Plan (Proposed Plan)
- April 2026 Revised Proposed Quadra McKenzie Plan (Revised Proposed QMP)

Previous Council Direction
At a Council Meeting on February 24, 2025, staff presented the Phase 3 Community and Stakeholder Engagement Summary for Council deliberation.
Following an overview of the key themes drawn from public feedback, Council directed staff to:
- Revise the Draft Plan land use framework, with a focus on reducing density in the Quadra North area;
- Defer any modification of McKenzie Avenue vehicle lanes and specific transit priority measures to a future process in consultation with BC Transit; and
- Bring a revised Draft Plan to Council for another check-in, before launching another round of public engagement.
Following this round of engagement, the Proposed Plan was presented to Council on January 19, 2026, and deliberations continued to a Council meeting on February 2, 2026. At this meeting Council directed staff to:
- Remove the Quadra Street cross-sections and lane reductions from the Plan, anticipating this corridor will be examined as part of a future process on the broader regional transportation network;
- Eliminate the Chatterton and Beckwith Hubs;
- Re-designate areas in Quadra North, north of Saanich Road on the west and Ian Road/Tuxedo Drive on the east to a maximum of 4 storeys;
- Apply an Urban Townhome designation to the area designated as Corridor between Nicholson Street, Borden Street, Willow Street and the Lochside Trail;
- Remove the Corridor designation from the Greenridge “Hump” and replacing it with the Urban Townhome designation unless properties are directly facing Saanich Road or Annie Street;
- Direct staff to consider stronger incorporation of climate-related content and Bowker Creek directions for inclusion in the implementation plan; and
- Evaluate the Centre, Corridor and Village (CCV) planning process to determine what is working well and what is in need of improvement.
Based on Council direction, a Revised Proposed Quadra McKenzie Plan was presented to Council on April 13, 2026. Council directed specific changes to the Plan, including:
- Re-designating areas in Quadra North, north of Saanich Road on the west and Ian Road/Tuxedo Drive on the east to a maximum of 4 storeys;
- Removing parcels between Kathleen Street and Craigmillar Avenue from the Plan area;
- Re-designating areas in Quadra South, between Tattersall Drive, Saanich Road, Dunn Avenue and Savannah Avenue (Tolmie Park), to Urban Townhome or Apartment; and
- Re-designating areas in Quadra South, between Tattersall Drive, Savannah Avenue, Falmouth Road, and Quadra Street, to Urban Townhome or Apartment.
Staff conducted these changes and Council advanced the QMP through First Reading at a Council meeting on May 25th, 2026. The Plan will be brought forward to a Public Hearing on June 16th, before being advanced to adoption. Members of the public may continue to share their views directly with Mayor and Council by email at council@saanich.ca, and may participate and speak when the Plan is presented at Council meetings.
Project Background
The Draft Quadra McKenzie Plan promotes sustainable land use principles and accommodates new housing and employment growth within well designed Centres, Corridors and Villages (CCV).

Relationship to the Official Community Plan
The Official Community Plan is a District-wide document that sets out a long-term vision for the community and guides growth and change in Saanich. The OCP works together with other plans and several of the core concepts introduced in the newly-adopted OCP will be further implemented through the Quadra McKenzie Study.
