The District seeks the services of a skilled consultant/consulting team with relevant experience to complete a comprehensive study with focus on a demand analysis for a third rink in Saanich.

The District currently operates one arena with two rinks at GR Pearkes, built in 1968. Parks, Recreation and Community Services (PRCS) is seeking a consultant/consultant team to complete a study that will include:

  • a review and analysis of rink supply and demand, inclusive of rentals, programming and public use, both in Saanich and in the Greater Victoria regional context;
  • an assessment of population and demographics;
  • participation trends;
  • inventory assessment of regional rink assets;
  • identify trends and leading practices; and conduct stakeholder engagement.

The study will result in the presentation of potential scenarios on whether the District should pursue a third rink, alone or in partnership; present an assessment of potential locations, taking into consideration development goals, transit accessibility, cost and centrality of location; consider operating model options and ancillary uses or services; and include financial and human resource implications.
