Invitation to Tender:  For “T 10/21 – Goward House Roof Replacement”.  Tender documents package is available via Bonfire at

Scope of Work:  This Invitation to Tender (the “ITT”) is an invitation by the Corporation of the District of Saanich (the “District”) to prospective Roofing Contractors’ Association of British Columbia (RCABC) bidders to replace the sloped cedar shingle roofing at Goward House, as further described in Section 2 Scope of Work of the Instructions to Bidders.

 To receive full consideration, each Bid should follow the instructions, requirements, and format provided.

Closing Date:  August 31, 2021 at 3:00 PM PST 

Enquiries Deadline:  August 24, 2021 at 3:00 PM PST

Mandatory Site Visit:  There is a mandatory site meeting scheduled for Tuesday, August 10, 2021 at 2:00 p.m. local time.  Bidders are asked to meet and sign-in outside of the front entrance at Goward House, 2495 Arbutus Road, Saanich, BC, V8N 1V9.  Submissions will only be accepted from bidders that attend and sign in at this mandatory site meeting.

COVID-19 Protocols

All Bidders must conduct a COVID-19 Self-Assessment the day of the site visit and not attend if they are symptomatic or ill.

Bidders will wear a mask while inside buildings and during other times when physical distancing cannot be maintained. Bidders must contact Purchasing before the site visit if there are any reasons they cannot adhere to wearing a mask.

Bidders should bring all items necessary for participation with them to the site visit (e.g. mask, pen).

Bidders are expected to exercise proper hand hygiene (e.g. cough into sleeve), maintain physical distancing, and avoid any unnecessary contact with work surfaces.

Representatives will follow directions of Saanich staff regarding how tour will be conducted including route, group size, protocol for entering and exiting smaller areas, etc. Any behaviour deemed to be disrespectful or inappropriate may result in the representative being asked to leave the site meeting.
