Scope of Work:   The purpose of this Request for Proposals (“RFP”) is to select one (1) qualified Proponent to enter into Contract with the Corporation of the District of Saanich (“District”) to first deliver a conceptual and secondly preliminary design of a new Saanich Operations Centre (formerly Parks and Public Works Yard) located at 1040 McKenzie Ave.

The District requires the services of a professional design consulting team, led by a Prime Consultant Architect, skilled and experienced in the programming, analysis and design of a Municipal Public Works Yard. Through an iterative process that narrows down the number of conceptual options from four to one, the Consultant will deliver a preliminary design suitable for the completion of a Class D cost estimate. Additionally, plan, elevation, section and three dimensional graphics shall be included so as to illustrate the proposed project.

Concurrent to this RFP and this Consultant’s work, the District intends to engage a Strategic Real Estate Analysis Consultant who will deliver a report regarding the opportunities for the development of speculated excess lands located at the site. This documentation is meant to assist the Consultant with an overview of the opportunities for additional uses on the site, speculated to be commercial and residential in nature. The Consultant shall work from draft and final draft Strategic Real Estate Analysis documentation with the intent to understand both the limits of the speculated excess lands and other uses necessary to more accurately delineate and overlap where necessary with the Consultants’ proposed redeveloped operations centre. The options, analysis and final designs presented by the Consultant shall provide the District with a maximized opportunity to realize a redeveloped operations centre and a revitalized site that supports the OCP and District policies.

NOTE: At the District’s sole and absolute discretion, the District may request the Consultant provide future consultation for the project, should the Business Case be approved by Saanich Council.

Mandatory Proponent’s Meeting: Interested proponents must complete a Appendix A - Proponent Registration Form and then attend a Mandatory Proponent’s Meeting on December 10th, 2019 and sign in with District staff in order to submit a proposal.
