Electric Kick Scooters
Saanich is one of many communities participating in B.C.’s Electric Kick Scooter Pilot Project that will run from April 5, 2024 to April 5, 2028. The pilot continues to expand, providing valuable insight into the use and regulation of e-kick scooters across the province.

Pilot project update
On September 22, 2025, the Ministry of Transportation and Transit released the BC Electric Kick Scooter Pilot Project Interim Report, summarizing the findings from the first year of the current phase (2024–2025). This report includes data and analysis from participating municipalities, shared mobility providers, and the BC Injury Research and Prevention Unit. The aim is to help inform future provincial regulation as the pilot progresses through 2028.

Who can ride?
You must be at least 16 years old and wear a helmet. No licence or insurance is required, but your e-kick scooter must meet provincial requirements.
Where can you ride?
- In bike lanes
- On the right side of roads with speed limits under 50 km/h (if there’s no bike lane)
- On multi-use paths in Saanich, but they are not currently permitted on sections of the Lochside and Galloping Goose Regional Trails which are under the authority of the Capital Regional District.
E-kick scooters are not allowed on sidewalks.
Why did Saanich join the pilot project?
Saanich joined the pilot project because:
- Our District-wide policies support sustainable transportation options to meet our climate and mode share targets.
- E-scooters are ideal for short trips and can help people to connect with other modes of transportation such as transit and carshare.
- E-kick scooters are a more affordable transportation option.
- E-kick scooters help reduce congestion on our roads, which means less public money spent on road maintenance over time.
