West Saanich Road Development Project

Proposed Disposition 4500 block east of West Saanich Road - update August 14th, 2025

Saanich Council has directed staff to proceed with public notice of the proposed disposition of the Saanich owned lands located in the 4500 block east of West Saanich Road.

Notice of the proposed disposition of the property is required pursuant to Sections 26(2) and 94 of the Community Charter, and the District is advertising and has posted notice that it intends to sell the District owned properties as described in the Notice.

The subject property includes four parcels of land with a gross area of 1.09 has (2.7 acres) that will be sold together as a development block.

The District is in the process of considering rezoning the property to implement the objectives and policies of the Saanich Official Community Plan, and has prepared a development concept plan which was presented for public input as outlined below.

The District will remain open to offers until the property is sold. Should an acceptable offer be received, the District will consider selling the property prior to advancing the intended Request for Proposals process that could see proposals evaluated against criteria approved by Council.

The District of Saanich reserves the right to accept or reject any offer submitted and any purchase and sale agreement will be subject to final approval by Council.

All offers to purchase the property must be in writing and sent to the District of Saanich’s Real Estate Division at realestate@saanich.ca.

4500 Block West Saanich Development Concept & Rezoning

A Public Open House was held on April 3, 2025 to provide an opportunity to learn more about future plans for District-owned property located in the 4500-block of West Saanich Road, in conjunction with the Royal Oak Community Association’s public meeting.

A rezoning application has been submitted to pre-zone the property to attract a suitable proposal for mixed-use commercial and residential development.

The processing of this application could see the rezoning considered by Council in the fall of 2025 and a public hearing is not permitted pursuant to Provincial legislation.

If the rezoning is approved, and the property is not under contract to be sold, Council will consider proceeding with an RFP process in late 2025 or early 2026 that will include evaluation criteria aimed at achieving the best community value proposition.

The successful proposal will be subject to a Development Agreement and will require a Development Permit (DP) pursuant to the applicable DP Area guidelines.

Project Overview

The purpose of the 4500 Block West Saanich Development Concept & Rezoning initiative is to pre-zone District owned lands in a manner consistent with the Royal Oak Centre Designation in the Official Community Plan and provide more certainty for development proposals allowing the District to achieve the best community value proposition.

The subject properties include four parcels adjacent to Highway 17 (Patricia Bay Highway) fronting West Saanich Road. The group of four parcels have a consolidated area of 1.1 hectares (2.7 acres).
