 SCOPE OF WORK

This Request for Proposals (the “RFP”) is an invitation by the Corporation of the District of Saanich (the “District”) to prospective proponents to submit proposals to conduct an Urban Forest Strategy Review and Update, as further described in Section A of the RFP Particulars (Appendix D) (the “Deliverables”).

The objective of this project is to develop a new Urban Forest Strategy (the “Strategy”) with a supportive implementation plan for the District (“the Project”). The Strategy aims to provide a modern and practical long-term plan to achieve a sustainable urban forest in Saanich. The key priorities of the Strategy are to protect and enhance the urban forest.

Through public engagement and consultations, the successful proponent will develop strategic recommendations and establish implementation priorities to support the District’s urban forest priorities.

The review, recommendations and implementation plan should integrate the Strategy with the District’s other regional initiatives, the ecological context of Saanich, future climate projections, as well as the District’s bylaws, programs, policies and practices related to the urban forest.

The successful proponent is expected to have the following skills, experience, corporate capacity and characteristics:

a) Equipped with professionals in urban forestry (including an ISA certified arborist); landscape architecture and urban design; civil design, public engagement, strategic planning.

b) Experience in conducting reviews of urban forest strategies or plans and developing implementation plans for local governments;

c) Capable to provide qualified personnel to perform the scope of services as described in section 4.1.

d) Experience with the creation of urban forest management plans, best practices and policy recommendations;

It is anticipated that the successful proponent will commence work in January 2022, with a final report presented to Committees and Council in January/February 2023. The District expects the Project will be completed by March 31, 2023.

The District acknowledges the COVID-19 Pandemic, and wishes to convey our intention to work collaboratively to mitigate potential impacts to the project. Accordingly, and in order to provide clarity, we advise that proponents should prepare their proposals taking into account the cost and time implications of the current situation, on the assumption that applicable laws, ordinances, rules, regulations, or codes of authorities having jurisdiction, issued as a result of the COVID-19 pandemic as at the Submission Deadline, may be in place for some portion or all of the project.
