Scope of Work:   The purpose of this Request for Proposals (“RFP”) is to select one (1) qualified Proponent to enter into Contract with the Corporation of the District of Saanich (“District”) to deliver a report regarding the opportunities for the development of excess lands at the Saanich Operations Centre (formerly the Parks and Public Works Yard) located at 1040 McKenzie. These lands which border the east and southern areas of the site and face Borden St and McKenzie Ave are speculated to become available once redevelopment at the site condenses District operations.

The District requires the services of a professional consultant, skilled and experienced in the analysis of Municipal owned lands suitable for development which may likely include commercial and residential uses. The Consultant will be required to work within the existing planning frameworks and guidelines reflecting the District’s Official Community Plan (OCP). The Consultant will deliver a Strategic Real Estate Analysis report.

Concurrent to this RFP and this Consultant’s work, the District intends to engage a design consulting team who will first deliver a conceptual and secondly preliminary design for the redeveloped Saanich Operations Centre, located on the site. This design team will refer to the Consultant’s draft Strategic Real Estate Analysis documentation to better understand the opportunities and challenges in planning the redeveloped operations. While this design activity could be seen as a separate exercise, the District is keen to understand the highest and best use of the entire property. The options and analysis presented by the Consultant shall provide the District with a maximized opportunity to realize economic and financial value, a redeveloped Saanich Operations Centre and a revitalized site that supports the OCP and District policies.

NOTE: At the District’s sole and absolute discretion, the District may request the Consultant provide future consultation for the project, should the Business Case be approved by Saanich Council.

Proponent must submit Appendix A - Proponent Registration Formbefore the Enquiries Deadline(see Section 2.10 - Schedule of Events).
