 SCOPE OF WORK

This Request for Proposals (the “RFP”) is an invitation by the Corporation of the District of Saanich (the “District”) to prospective proponents to submit proposals to develop a People, Pets and Parks: A District Wide Strategy for Sharing Saanich’s Parks, as further described in Section A of the RFP Particulars (Appendix D) (the “Deliverables”).

 In growing communities such as Saanich, whose built environment is evolving and more people are living in smaller spaces in multi-unit complexes, it means that people do less in their private spaces utilizing public spaces and parks more. The result is that diverse users need to share our parks to socialize, exercise, relax, and play. To date Saanich has had a liberal approach to pets in parks as indicated by existing rules, regulations and policies.

 Because of the pandemic, the District has seen significant increase in park visitation and there have been concerns voiced about the effect that pets running at large in parks and beaches have on the environment and wildlife as well as in dedicated sports facilities such as the golf course, tennis/pickle ball courts and baseball diamonds. It is paramount that pet related bylaws, policies, and approaches in parks, originally developed in the context of a more rural and suburban Saanich, be updated to reflect our increasingly urban form.

 Through a transparent, clear, robust and defendable public engagement process, the successful proponent will develop a People, Pets and Parks: A District Wide Strategy for Sharing Saanich’s Parks. This will result in the development of a framework that will allow Saanich and its park users to achieve positive desired relationships between all people (pet owners and non-pet owners), pets and the environment (parks and beaches).

 It is anticipated that the successful proponent will commence work in January 2022 with a final report presented to Council and the community in April-May 2023.
