Solicitation Number: Q 45/21

 Project Overview:

Saanich Parks is looking for a contractor to prepare an inventory of the vegetation coverage for 12 of the 15 Natural Area Zones (Zones 1-5, 7-9 and 11-14) identified and mapped at Cedar Hill Park in Saanich, and providing restoration recommendations for each. (See attached maps)

Scope of Work:

a) On Site Meeting

Meet on-site with key staff (parks and golf course staff) to discuss the project and to gain first-hand knowledge of each designated Natural Area Zone. This will provide an opportunity to view recent site work as well as become familiar with recreational activities that take place in the park and clearly understand how they and related maintenance activities interface with the Natural Area Zones. Available mapping for each zone as well as other reports prepared for the park will be made available to the Contractor.

 b) Fieldwork

Conduct fieldwork in the early spring, starting in February, and extending no later than June of 2022. The District’s expectation is that 70% of the consultant’s time will be used conducting field work.

 c) Prepare Final Report

The final report should include the following:

A general inventory and calculation of the % of crown coverage as well as % coverage of native plants, invasive plants, and species at risk for each zone (in a table format) supported by a sketch map of each zone. Locations of Red and Blue listed species to be recorded utilizing a mapping application with a level of accuracy of 3 to 5 meters (e.g. Avenza Maps). Eastings and northings in UTM coordinate system (Zone 10 NAD 83), to be supplied in an Excel table format. Access to Saanich spatial information is available via SaanichMap or our data catalogue at: https://www.saanich.ca/EN/main/local-government/data-catalogue-1.html

  1. Information provided by the contractor will be added to each individual zone map later by parks staff utilizing AutoCAD

  1. Recommendations for remedial measures intended to enhance the environmental health and function of each of these zones. Note: the removal of invasive species and the restoration of the Natural Area Zones will be completed in the future by community volunteers and Saanich staff.

  1. Estimated person-hours required to perform the invasive species removal as well as the total area (sq. m.) recommended for replanting/remediation for each of the 12 zones.

Final report and supporting sketch maps/data to be submitted no later than

September 6, 2022

Closing Date: November 19, 2021 at 3:00 p.m.
