The Infrastructure Planning & Analysis Division of the Engineering Department is seeking a strategic, motivated, and experienced professional engineer to join our team as Utilities Engineering Program Manager with a portfolio focus on the Sanitary Sewer Collection system. This position leads a unionized technical team in the development and implementation of utility master plans, asset management plans, capital program identification, development servicing assessments, and other technical and policy initiatives supporting the operational sustainability and resilience of the District’s sanitary sewer infrastructure. This role plays a pivotal part in achieving municipal service objectives and ensuring alignment with servicing regulations. This position is responsible for guiding activities from investigation and diagnosis to project scoping through to implementation and reporting, while building and maintaining effective relationships with internal and external stakeholders.
Qualified candidates have a Bachelor of Applied Science in Civil Engineering or a related field and are registered as a Professional Engineer (P.Eng.) with Engineers and Geoscientists of BC (EGBC). You bring a minimum of six (6) years of progressive experience in utilities engineering, including at least one year of supervisory experience overseeing technical staff. You possess demonstrated knowledge of municipal asset management principles, relevant legislation, and engineering best practices in sanitary sewer analysis and infrastructure assessments. You have a proven ability to build partnerships, communicate effectively with technical and non-technical audiences, and lead teams in a unionized environment. Ability run hydraulic modeling software would be an asset.
