This Request for Proposals (the "RFP") is an invitation by the Corporation of the District of Saanich the "District") to prospective proponents to submit proposals for a Budget Software Solution, as further described in Section A of the RFP Particulars (Appendix D) (the "Deliverables").

The goods and services required include:

a) Replace the District's existing manual process for budgeting and forecasting in Excel and Word with an automated budget software management system (the "Solution");

b) The Solution must be proposed as an on-premise software solution to be hosted at the District's hosting facilities;

c) In addition to the on-premise Solution, the District also requires that the vendor which provides the software also offer a publicly available cloud-based computing offering which is also available to the District for purchase;

d) Provide the software licenses required for the Solution, including any one-time licence fees and any recurring software maintenance fees for the service life of the software;

e) Configure and implement the proposed Solution to meet the District's requirements as set out in the Detailed Requirements Response Workbook (ANNEX B);

f) Train the District staff in the use of the Solution prior to the go live date; and

g) Provide support and maintenance services for the Solution for the term of the Contract (see section 1.3.2 following).

The Solution must be composed of commercial "off the shelf" (COTS) software and the services required for its implementation and support. The District will provide all hosting facilities required for the Solution.
