Greater Victoria Hotel Development Working Group
The Greater Victoria Hotel Development Working Group was convened by Destination Greater Victoria in response to a study that identified a projected need for approximately 2,000 additional hotel rooms in Greater Victoria over the next decade. This figure reflects both the replacement of hotel inventory lost over the past 15 years and the current and anticipated demand associated with a strong visitor economy.
The Working Group was established as a time‑limited, collaborative forum to examine barriers to new hotel development across the region. Its mandate was to build shared understanding of the economic, market, and policy factors that influence hotel viability, and to develop high‑level recommendations, including potential policy or process considerations, that may assist communities in responding to the identified hotel supply gap.
The Working Group included a cross‑section of participants, including representatives from municipal governments across Greater Victoria, hotel operators, developers and industry leaders, financiers and lenders, and First Nations economic development corporations.
Process and Approach
The Working Group met five times over a six‑month period through a structured series of in‑person, facilitated meetings. In between meetings, Destination Greater Victoria with the support of Cascadia Partners, conducted research, engagement, and analysis to support the Working Group. The process emphasized:
- Open and respectful dialogue across jurisdictions and sectors
- Information sharing to support understanding of hotel development from planning, economic, and community perspectives
- Iterative discussion and review of emerging themes and draft materials
- Consideration of feedback raised before, during, and following meetings
