Saanich to replace damaged culvert on Cedar Hill Road

February 24, 2026

Information Bulletin
For immediate release

Saanich, BC – The District of Saanich is replacing a damaged culvert underneath Cedar Hill Road between Churchill Drive and Ash Road. This work will result in a full road closure for up to four days.

This critical culvert drains water from PKOLS (Mount Douglas Park) and the recently identified damage presents the risk of a washout. This project will reduce the risk of a more serious failure during periods of significant rainfall and runoff.

District staff are proceeding with immediate design and replacement to protect public safety and roadway.

Traffic impacts

To complete the work safely, traffic controls will be in place for up to four days on Cedar Hill Road between Churchill Drive and Ash Road:

  • Full road closure: anticipated (weather permitting) for up to four days on Monday, March 2 to Thursday, March 5.

Residents are encouraged to plan ahead, allow extra travel time, and use alternate routes where possible.

Alternative routes

The District recognizes the temporary inconvenience to residents and visitors and appreciates the cooperation and understanding of the community.

Signage will be in place to notify road users of alternate routes along Kenmore Road and Majestic Drive. Please follow all signage and directions in the area.

Local area impacts

To support the work, Saanich will need to shut down the watermain that runs near Cedar Hill Road while Storm and Wastewater crews perform excavation work on Monday, March 2.

The shutdown will disrupt normal flow patterns in the Gordon Head area and may cause localized discoloured water.

If you experience this, please inform Saanich Public Works at publicworks@saanich.ca. If this occurs, Saanich crew will attend to perform spot flushing to exchange water until it clears up to normal levels.

Why are we doing this?

The existing culvert has been damaged and requires replacement to protect public safety and the roadway.

What’s being built?

The proposed crossing has been designed to meet current province-wide standards and incorporates climate change considerations through a twin 300 mm diameter culvert system. Work will be confined to the immediate area of the existing culvert to help minimize potential environmental impacts.

Stay informed

This work is weather dependent; the District will provide updates and potential schedule changes as the work progresses.
