Panama Flats Concept Plan moves forward

Saanich, BC – Saanich Council has approved a renewed vision for Panama Flats that reflects the community’s current uses and values.
The updated concept plan comes after almost a year of engagement with community associations as well as recreation, environment, and agriculture-related community groups. A public questionnaire also captured the feedback of Saanich residents. Conversations continue with First Nations who will be involved in future enhancements.
“I want to thank everyone who participated in this thoughtful engagement process, helping us arrive at a plan that strikes a balance between recreational enjoyment of Panama Flats and the need to preserve and protect this incredibly special place,” says Saanich Mayor Dean Murdock. “The plan will help ensure the flats can continue to be enjoyed for many years to come – not only by the people that live here, but by the birds and other wildlife who call them home.”
Highlights of the updated concept plan:
- Continuing conversations with First Nations to reflect history and values on-site;
- Prioritizing biodiversity conservation by preserving habitat and protecting sensitive areas, and creating a disturbance-free zone for migratory birds and other wildlife;
- Conducting river and habitat restorations where feasible, and addressing invasive plants throughout;
- Maintaining storm water management function while exploring the potential to improve quality and quantity of water on the flats;
- Supporting recreational enjoyment through year-round trails, loop options & neighbourhood connections; leash-optional and on-leash options for dogs; cycling on Colquitz River Trail; educational signage; bird viewing areas; and a social hub;
- Receiving community-led proposals for small-scale agriculture north of Roy Road; and
- Reducing neighbourhood impact by controlling odour and invasive plants.
Now that Council has endorsed the Updated Concept Plan, staff have been directed to determine the appropriate zoning option(s) for Panama Flats to fulfill the vision and values of the flats and will report back to Council at a later date. Staff will also submit relevant requests to future budgets to implement the plan over the coming years.
