Saanich, BC – The District of Saanich is working to develop a comprehensive Centre, Corridor and Village (CCV) Plan for the Tillicum Burnside area – offering a range of opportunities for people of all ages, abilities and perspectives to get involved and have their say.

What is a CCV Plan?

CCV Plans provide finer detail around land use changes that fit within the framework of Saanich’s Official Community Plan. They acknowledge the unique characteristics of different areas, and develop solutions and policies that work for each neighbourhood. The goal is to create well-designed places for residents at all stages of life, and provide clarity on future land use changes and  transportation and amenity improvements. 

What’s the goal of the Tillicum Burnside Plan?

The Tillicum Burnside Plan (TBP) will guide future changes in the area over the short, medium, and long term (20 years) to build a livable, vibrant, and transit-connected community. It will develop a more compact built environment to accommodate future residential and employment growth near the core of Saanich. It will shape the homes we build, the roads we travel, the parks we enjoy and the neighbourhoods we call home.

Public Engagement Opportunities

Community engagement and participation is an important part of the planning process which aims to be inclusive and reach a broad spectrum of the community. Engagement activities will include a mix of formats, schedules and locations to support equity and accessibility. You are welcome to attend as many sessions as you like!

Your feedback is important to us, and the information we gather will be considered as the Draft Tillicum Burnside Plan is developed.

Next Steps

A second round of public engagement will be launched this fall to receive input on initial concepts and draft policy directions and will include focus groups, neighbourhood pop-ups, open houses, an online webinar and a community survey. Details still to come!

A draft Tillicum Burnside Plan will be presented to the public for review and feedback in early 2026. A proposed TBP will be presented for Council’s consideration in late Spring 2026.
