Saanich announces new directors of planning and finance

The District of Saanich welcomes two new directors to our leadership team: Lindsay Chase as director of planning, and Paul Arslan as director of finance.
As part of an integrated team, these two key leaders will be instrumental in advancing the District’s strategic plan and developing innovative solutions to successfully navigate the increasingly complex landscape of our evolving community.
Lindsay Chase joined Saanich September 19, 2022. Lindsay was the director of development services for the Town of View Royal for the last 14 years and has previously worked at the City of Victoria. As a part-time professor at Vancouver Island University, she‘s committed to educating the next generation of planners in the areas of planning theory, ethics, and planning in local and regional government. In addition, Chase currently serves on the Professional Standards Board for the planning profession in Canada.
Chase brings a wealth of knowledge and variety of perspectives to her professional work and is committed to working collaboratively with stakeholder groups to implement the Housing Strategy and the goals within Council’s strategic plan. She will also lead the process redesign for development applications and will provide leadership to planning staff implementing these and many other key initiatives.
Paul Arslan advanced into the role of director of finance on September 2, 2022, following the retirement of the previous Director of Finance Valla Tinney. Arslan has been the senior manager of finance at the District of Saanich for 12 years, taking on roles of increasing responsibly since joining in 1997. Prior to 1997, he worked at accounting firm KPMG.
As director of finance, Arslan will lead teams in the areas of financial services, procurement and revenue services that dedicate their time and expertise to help all departments achieve Saanich’s goals, initiatives and actions.
