Request for Quotation:  For “RFQ 30/21 – Transportation Design”.  The Request for Quotation package is available at https://saanich.bonfirehub.ca/opportunities/43183

This Request for Quotations (the “RFQ”) is an invitation by the Corporation of the District of Saanich (the “District”) to prospective respondents to submit non-binding quotations for Transportation Design, as further described in Section A of the RFQ Particulars (Appendix D) (the “Deliverables”).

The District is undertaking three transportation infrastructure upgrade projects to provide active transportation improvements. These projects are:

  • Cordova Bay Road between Rambler Road and Walema Avenue, and on Fenn Avenue to Parker Avenue.  Improvements will include upgrades to the sidewalk along the west side of Cordova Bay Road, on-street buffered bike lanes, upgrades to existing crosswalks, and the installation of new crosswalks.
  • Wilkinson Road between Greenlea Drive and Quick Bottoms Park.  Improvements will include cycling and pedestrian facilities with a full pavement overlay tying into the recently completed projects at both ends of the project.
  • Richmond Road between Adanac Street and Newtown Street.  Improvements will include construction of a concrete sidewalk and curb on the east side of Richmond Road and improved corner ramps at each intersection.  Transit stop improvements will be provided and a bike lane from Adanac Street to Haultain Street will be installed.  Improved bike and pedestrian crossings will be installed at the intersections of Richmond Road @ Haultain Street and Richmond Road @ Kings Road.

The District intends to tender the Cordova Bay Road Project on its own and tender the Wilkinson Road and Richmond Road Projects together.

The District seeks the services of an experienced consultant/consulting team to provide:

  • Detailed design drawings for each project.
  • Project administration and management to the Detailed Designs
  • Tendering and Project Tender Documentation
  • Construction Administration and Inspection services

The successful respondent (Consultant) shall be experienced in road and underground infrastructure design, construction, inspection and contract administration, and be knowledgeable of the construction Conditions in the Greater Victoria area.

The District intends to award a single contract to one respondent for the three transportation infrastructure upgrade projects.
