Invitation to Annual Quotation:  For “AQ 18/21 – Panama Flats Mowing and Tilling”.  The quotation + attachment documents have now been posted on BC Bid website: https://www.bcbid.gov.bc.ca/open.dll/welcome?language=En, Solicitation Number:  AQ 18/21, or by contacting Purchasing Services at 250-475-5494, local 3481.

Scope of Work:  The District of Saanich (District) is inviting experienced contractors to quote on the supply of all labour, materials and equipment to mow each year and till every alternate year approximately 50 to 60 acres at Panama Flats (4112 Carey Rd. See Orthophoto Map attached with this document) to break down the volume of organic matter.  Equipment may include a combination of tractor and brush cutter to mow field; then plowing, cultivating, discing, rotovating and/or other equipment suitable for the work.  It is anticipated that work on the plowing etc. could be started once enough area has been mowed to begin work in the ground.  Note that the ground is uneven, possibly with unmarked holes, may be wet in some areas, and vegetation growth may be heavy/thick in some spots. 

The site contains a population of a rare plant (Vancouver Island Beggarticks – Bidens amplissima). It is a species of concern so the schedule for mowing & tilling will need to occur after the seed is set. This normally happens early-mid September.

Please note that overnight storage is available on site for the Bidders equipment whilst the work is being undertaken.

Exact areas to be worked to be established at site meeting with successful bidder.  Work to be started in September, once seed has set, with completion no later than 2 weeks from commencement.

The District reserves the right to select the contractor based on the hourly rate, age/condition/suitability of the equipment, contractor’s experience with similar work and local conditions, past performance and availability.  Award shall be made on the quotations that will give the greatest value based on quality, service and price.

The following criteria will be used to evaluate the quotes:

• The Bidders ability and agreement to complete the work within the schedule;

•  The Bidders ability to work with the owners, consultants and representatives;

•  The Bidders ability to effectively manage and do the work;

•  The Bidders history with respect to quality of work, scheduling, and changes in work; and

•  The Bidders proposed approach and the price associated.

Term: This service is to be provided in September 2021, with the option to extend for four (4) additional years (September 2022-2026) if requested by the District.
