Request for Proposals:  For “RFP 11/20 – Consulting Services for Roof Replacement Program”.  The Request for Proposal package is available via Bonfire at

Scope of Work:   This Request for Proposals (the “RFP”) is an invitation by the Corporation of the District of Saanich (the “District”) to prospective proponents to submit proposals for consulting services for a roof replacement program, as further described in Section 4.0 Scope of Work and Responsibilities.

The Preferred Proponent team (“the Consultant”) shall have experience in low slope and metal roofs, and fall protection needs assessments and fall protection system design and review. The team shall include at least two Registered Roof Observers (RROs).

The scope of work includes annual roof assessments of the District’s facilities roofs, an assessment of the fall protection systems on the roofs and recommendations for upgrades to bring the systems into compliance with WorkSafeBC, develop a multiyear roof maintenance and replacement plan, prepare roof replacement documents for tender by the District, and provide Contract Administration and field review during construction.

The Preferred Proponent and their sub-consultants from this RFP will become the District’s Representative and therefore will not be permitted to participate as a bidder, subcontractor, manufacturer or material supplier during the competitive process for the supply and installation of projects in this program.

Section 5.0 outlines the evaluation process for selecting the Preferred Proponent. To receive full consideration, each Proposal should follow the instructions, requirements, format, and number of copies provided in Section 2.0.

Term: It is anticipated that the term of the Contract is to be for a period of three years, with an option to extend the Contract on the same terms and conditions for an additional term of two years.
