Invitation to Request for Proposal: For “RFP 11/19 – Consultant for the Saanich Commonwealth Mechanical System Upgrade Project”. Scope of Work: The purpose of this Request for Proposals (“RFP”) is to select one (1) qualified Proponent to enter into Contract with the Corporation of the District of Saanich (“District”) to take on the role and responsibilities of Consultant for the Saanich Commonwealth Place Mechanical System Upgrade Project (“Project”). The Consultant is responsible for the design and construction administrative services for a multi-disciplinary, multi-year mechanical system upgrade project.
The Project’s goal is to reduce the greenhouse gas emissions by 90% using heat recovery, photovoltaic and biomass heating system. The design must incorporate a strategy to measure and verify the performance of the systems installed and to minimize the operational impacts on the Saanich Commonwealth Place (“SCP”).
The District expects the successful Proponent (“Consultant”) to be experienced in the design of heat recovery, photovoltaic and biomass heating systems, inspection and contract administration.
Proponents must attend one (1) of the following events:
- Site Visit # 1
- Site Visit # 2
Proponents are not required to attend all events; however, it is a Mandatory Criteria (see Section 5.1) they must attend one (1) of the events.
Proponent Registration Form: For Proponents wishing to receive the Proponent’s package, complete and return the Proponent Registration Form (Appendix D). A USB stick will be couriered to the attention of the Proponent who submitted the completed Proponent Registration Form. Proponents are to complete and return the Proponent Registration Form (Appendix D) before Site Visit # 2.
Addendum Letter No. 1: has been posted on BC Bid, dated May 30, 2019. Attached documents will be distributed to the registered Proponents as part of their Proponent's Package.

Addendum Letter No. 3: has been posted on BC Bid, dated June 18, 2019. Attached documents will be distributed to the Proponents who registered and attended the site meetings, as this information is considered Confidential Information.
