Recreational Infrastructure Canada (RInC) Program

Saanich Parks has numerous facilities throughout our park system that meet the recreation/leisure needs within our 166 parks and over 750 Ha of parkland. However, much of the system is aging & in need of refurbishment.

The focus of the grant was on our Playgrounds (54), Sport Courts (19), Sports fields (62) & Tennis Courts (35). Our staff conducted condition assessments in the spring 2009 to identify the priorities for this $3M program.

Our priorities are based on these assessments coupled with parks that have current planning processes underway. Some examples include such parks as: Browning, Glanford, Layritz and Whitehead. The Lambrick Park tennis courts are also included. As our only 4 court facility they are a priority for lessons & events.

UPDATE ~ July 2011

Beckwith Park (Concept Plan )

At Beckwith Park, the sport court, associated trail connections, tennis court re-marking and drainage work is complete.  The sport court was made multi-use by including a hockey goal opposite the basketball hoop. The court was angled from its current position to avoid extensive earthworks and to make the connecting trail accessible.

Saanich Parks worked with G & E Equipment Rentals Ltd to install and improve the facilities in the Park.

Re-marking of the Tennis Courts was done under separate contract and has been completed.

 

Blair Park (Concept Plan )

At Blair Park, relocation of the sport court, removal of the old baseball backstop and removal of the picnic table is complete. The expanded sport court includes a hockey goal opposite the basketball hoop. The court has been angled from its current position to make better use of the space within the park.

 

 

Braefoot Park

At Braefoot Park, a renovation of Field #3 (southernmost field) is complete.  This project included improved irrigation, drainage and sand/soil root zone for a grass field.  Some re-grading and seeding of the grass slope around the south and west sides of the field was necessary.

Saanich Parks worked with Michell Excavating Ltd. to complete this work.

Browning Park (Concept Plan )

At Browning Park, the sport court and playground indicated on the concept plan (Council approved May 2009) was in 2010 as well as associated trail work. A tree assessment indicated that a number of trees  needed to be removed to address safety concerns and infrastructure conflicts. As such, the placement of the playground and sport court was slightly modified to utilize the park space in a more efficient manner.

Saanich Parks worked with G & E Equipment Rentals Ltd to complete this work.

Our Urban Forestry staff completed detailed tree assessments to ensure the safety of both park users and workers. Unfortunately this assessment revealed a number of trees which were in poor health and/or were structurally compromised, in addition to those previously identified as problematic due to their location. Approximately 30 replacement trees were planted in the fall of 20110, resulting in a net gain in trees for Browning Park. 

Our fabulous frog has a name! Bowker Browning!

We asked kids to name our playground frog at the CommuniTEA Celebration at Browning Park on June 11. With the help of the community we’ve made the difficult decision – ‘Bowker Browning’ it is! This name is a combination of the 24 great suggestions we got, our thanks and congratulations to Maren, Keats and Simi! 

 

Copley Park (Concept Plan )

At Copley Park, two new playgrounds were installed in 2010 and improvements to the parking area were also completed. The small wooden playground on the east side was replaced within its current area with equipment designed for 2-5 year old children. The playground on the west side is designed for children 5-12 years of age. We’ve also shown upgrades to the Colquitz River Trail on the plan and hope to do this work in the near future.

Saanich Recreation continued its Summer Playground Program this year at Copley Park and the playground at Copley Park West was opened on June 30, 2010, with the playground at Colpey East opening a few weeks later.

Falaise Park (Concept Plan )

At Falaise Park, a new playground and restoration of the old playground site is complete. The relocated playground makes better use of the space within the park as well as encouraging native plant growth under the Garry oak tree canopy where the old playground was located.

Our Urban Forestry staff completed detailed hazard tree risk assessments to address any concerns that would affect staff or public safety. This assessment revealed there were two Garry oak trees within the park that were removed due to trunk decay. Six other trees were pruned to remove defects within the crown and one tree had a cable brace installed. This tree work took place prior to start of construction.  Native replacement trees and shrubs were planted in the restoration area.

 

Glanford Park (Concept Plan )

At Glanford Park, the new playground, sport court and associated trail work was installed in accordance with the December 2009 Council approved concept plan. Minor improvements to the Agnes Street Allotment gardens have also been completed.

Hampton Park (Concept Plan )

At Hampton Park, the new playground, improvements to the existing sport court and removal of the old building near the playground are complete. The expanded playground includes equipment for children aged 2-12.

This assessment revealed there was one Japanese plum adjacent to the new playground that was removed due to poor structure. Two replacement trees were planted in the fall of 2010.

 

Lambrick Park (Concept Plan )

The tennis court construction is now complete at Lambrick Park and the courts are ready for play!

Layritz Park (Concept Plan )

At Layritz Park, the new playground and associated trail work was installed in 2010. Subsequent to the concept plan stage and sports field construction, we modified the plan slightly to utilize the park space in a more efficient manner – the new playground is located in the same area as the old playground.


Our Urban Forestry staff has complete hazard tree risk assessments to address any concerns that would affect staff or public safety. This assessment revealed one dead fir removed, 2 other trees pruned.

 

Lochside Park (Concept Plan )

At Lochside Park, the one useable tennis court has been re-marked and the existing grass soccer field has been improved in its current location.

Saanich Parks worked with Michell Excavating Ltd. to complete this work. New irrigation, sand growing medium, and some drainage improvements have been completed.

Maynard Park

At Maynard Park, the sport court was re-surfaced in its current location during the fall of 2010.

At Marigold Park, the sport court was re-surfaced.

Our Urban Forestry staff completed hazard tree risk assessments to address any concerns that would affect staff or public safety. This assessment revealed there were many (19) diseased trees within the park. Prior to construction, tree crews pruned and felled only diseased trees that posed a risk to public safety. In the fall of 2010, approximately 100 replacement trees were planted.

 

Playfair Park (Concept Plan )

At Playfair Park, new playground equipment was installed within the current playground site in 2010.  This unique playground experience is assigned for children aged 2-12 under the Garry oak tree canopy. We consulted with the Quadra Cedar Hill Community Association Executive regarding the playground, together, we determined that in order to replace the existing playground equipment with similar sized equipment, two trees needed to be removed. These two trees were replaced with four Garry oaks nearby.

Our Urban Forestry staff completed hazard tree risk assessments to address any concerns that would affect staff or public safety. This assessment revealed there was one tree to be modified as a wildlife tree due to its poor and declining health, one tree to be pruned to remove dead branches within the crown and one tree to have a cable brace installed. Tree crews completed this work after the nesting season ended for the resident bird population.

 

Rudd Park (Concept Plan )

At Rudd Park, a new playground and resurfaced sport court is complete.  The playground was replaced within its current area with equipment designed for 2-12 year old children.

Saanich Parks worked with G & E Equipment Rentals Ltd to install and improve the facilities in the Park. Saanich Recreation hosts a Summer Playground Program at Rudd Park and they now have a new playground to enjoy.

In 2010 , Saanich Police completed a CPTED (Crime Prevention Through Environmental Design) report for the park. Many of the recommendations were addressed with this plan.

 

Whitehead Park (Concept Plan )

At Whitehead Park, construction of a new playground and associated trails is complete in accordance with the concept plan (Council approved May 2009). The playground is designed for 2-12 year old children.

Saanich Parks worked with G & E Equipment Rentals Ltd to complete this work.

Our Urban Forestry staff completed detailed tree assessments to ensure the safety of both park users and workers.  The assessment revealed a number of dead limbs in the group of Douglas fir in the north-east area of the park.  These limbs were removed prior to the start of construction.

Also a number of non-native Golden Willows have been removed from around the creek.  This was being guided by qualified environmental professionals and will allow for the re-establishment of native riparian replanting within the park.
