Low to No Cost Recreation includes our L.I.F.E. program, free opportunities, and grant resources.
The L.I.F.E. program assists individuals and families living on a low incomes to access Saanich Recreation programs and services.

Who Is Eligible?
The L.I.F.E. Program is designed for individuals and families in Saanich who are living on a low income or on B.C. Benefits (Income Assistance, B.C. Benefits Disability, and Youth Works).
For the LIFE program your combined income must be at or below the Statistics Canada for the previous year.

How Do I Apply?
LIFE is available in all Greater Victoria municipalities. Applicants must apply in the municipality in which they reside. LIFE applications are paperless. Go to any of the four Saanich Recreation Centres (Gordon Head, Cedar Hill, G. R. Pearkes, or Saanich Commonwealth Place) with the following information:
- proof of residency (water bill, hydro bill, rental agreement etc.)
- proof of income (combined LINE 150 from the most recent Notice of Assessment (taxes) of all applicants in the applying household)
If you are unable to provide your proof of income through a recent Notice of Assessment please complete the Adjudicator Form. Once you have completed all the steps required, visit any Saanich Recreation Centre. Be sure to have all supporting documents.

If you qualify, you will receive a choice for each family member:
Option A: One Access Card with Coupon stickers attached.
- Access Card
Your access card is valid at any of the 11 recreation centre in Greater Victoria. It entitles the holder to 52 free drop-in activities.
Each LIFE member will receive a variety of coupon offerings on a sticker that will be placed on the back of their Saanich Access Card. Coupons are available for adults, teens, and children.
Option B: Saanich Annual Membership at 50% discount off the regular cost.
- Saanich Annual Membership
If you or a family member choose the annual pass at 50% off, it can be paid in full at the time of registration or over 12 equal monthly payments. Each membership is valid for one year from the date of purchase.
Please bring each family member to one of our recreation centres to have their photo taken for their access card and receive their complete LIFE product. This is a requirement of the application process.
Full-time students of UVic, Royal Roads, and Camosun College are NOT eligible for the LIFE program. Spouses and dependents of students (that are not students themselves) are still eligible.
Coupons, Access Cards, and Membership Passes are non-transferable.

Through ongoing fundraising efforts, we continue to be able to provide funding opportunities through this program.
